Although the article says:
"Airlines are responsible for checked-in baggage, ..."
Isn't the ground staff who move the bags around inside the airport and load/unload
it all from planes, employed by the airport - not the airline. So blaming the
airline (who admittedly have to compensate you) rather inaccurate when it's not
their people / equipment that makes most of the errors.

Your contract is with the airline so it is correct to blame them who
handles your luggage after that doesn't change the fact the airline is
responsible legally for your baggage.

Very true but what airline would be brave enough to upset a unionised
workforce.?

True, but the airline is ultimately responsible to the passenger for
the services they contract out ..
