We heard there had to be build a new spot for Oasis to dock. Who owns
the docking facilities, and who is responsible for building new ones?
The country/state they are attached to? The fleet they belong to?

It depends. Usually the dock ends up being owned by the city or
country it is located in. However, the cruise lines will sometimes
fund or build a pier.

Carnival popped a couple of million for major refurbs in Galveston,
guaranteed by the city (and which they have almost paid off). They
also signed a long term contract, so they won't be going to Houston,
as has been long rumored.

We saw what was claimed to be the "nearly completed" pier at Labadee.
Constructed totally at RCI's expense.

FLL popped for the facilites, with a long term contract from RCI.

Can't speak to any of the other ports of call.
