Do any Spanish speakers know of a Video learning program to learn English? I
have a friend who's Mom wants to learn English. They are from the Dominican
Republic.

adult continuing education courses are available for English as a Second
Language. Check local collages, and community continuing education
announcements for course dates, times and fees.

On Telemundo I see sets of "Learn English Videos in Spanish" advertised
all the time. It's maybe $80 US and it has several VHS Casettes.

Learning English is must now a days.There are many free online resources available http://www.youtube.com/user/twominenglish helping many English learners like me to learn English fast.
