Since you posted quite a while ago, I don't know if this information
will even be useful anymore, but the line you're thinking of is called
Unifighters, put out in '90 by Galoob.

Figures weren't too bad aside from the primary color focused color
schemes, but I agree the backpacks/vehicles were rather chinzy.  Cool
GI Joe-sized line nonetheless.  Hope that helps you.
