Gostaria de saber como sera a atuacao do libero numa equipe de volley
diante da possibilidade dessa alteracao na regra.

Well, it's a bit complicated:
the "libero" can substitute any player at any time,
entering the court from any where.
He cannot serve. He cannot spike. A ball, coming from a volley of
the libero, cannot be hit.
Something like this, but it's not quite clear.
