In a discussion of popular music, yes (obviously there are opera singers with greater capabilities). And it does Streisand a disservice to compare her to Whitney Houston, who had a very good voice but very poor taste in how she used it. That woman's soulless warblings wrecked a whole generation of singers who imitated her.
One of the outstanding things about Streisand's voice is that it retains its fullness and power even at the extremes of her range, whereas with someone like Celine Dion it tends to thin out. Streisand is also capable of kicking into an extra gear that most pop singers lack.
