I figured out WHY I cannot block IP addresses beginning with 204.*.*.*.
It is one of three IP address ranges normally used for NAT. 10.x.x.x.x,
192.168.x.x, and 204.x.x.x are ignored by Apache, and similar
programs, when a deny is put into .htaccess.
However, I think I MAY have solved the problem. I told LavaSoft
firewall to BLOCK Apache from accepting addresses in the
204.124.x.x. range. That should do the job. I will watch the StatCounter
and Apache logs to see what happens.
Whoever is running that proxy has figured out how to "spoof"
the address, as it appears in the logs, so that it cannot be blocked
in .htaccess. However, they, and/or VolumeDrive, did not count
on normal firewalls. A quality firewall appliance or firewall
software program will render that "trick" useless.
LavaSoft firewall should do the job, and force dgs and his pals
to find ANOTHER proxy to use.
Also, I found that the people who wrote Glype, a widely used
proxy server program, figured out a way to block StatCounter.
I cannot figure out HOW in the HELL the authors of Glype figured
out how to block StatCounter. The code is there, it is supposed
to execute. How in the HELL did the authors of Glype figure out
how to block StatCounter.
I am finding entries in the Apache logs that are not recorded
in StatCounter, and they are all entries from people using
proxies running Glype.

I had to change the ordering of the firewall rules, but that SHOULD
do the job now. dgs and his pals may have gotten past LavaSoft firewall
once, but they will NOT do it AGAIN.

It turns out the highest rule is applied first, the exact opposite of
Tiny Firewalls, which goes from bottom up. Now that I know,
the rule in Lavasoft to specifically stop proxy activity from the
204.124.x.x range should work, and LavaSoft SHOULD do
the job now.

One thing I am learning from the spammers who try to access
my site, is the IP addresses of more proxies and open relays
that need to be blocked. One just now tried to use a proxy
hosted at Datacenter Nurnburg. That one has been blocked, so
if dgs and his pals should happen upon that proxy, it won't work

determined to have blocked StatCounter is then BANNED.
