Granted, not all dirty play will results in yello/reds, but one assumes
that over time, it will average out, then should be able use # of reds
as an indication.

You've got the wrong end of the argument. The deciding factor is not
whether it was premeditated or not, but whether the action was legal,
whether it was deliberate, whether it carried a high risk of injury, and
whether an injury was directly connected to the act.
Thorn deliberately tackled a player without the ball, which was illegal
and deserved to be penalised, but was not an overtly foul act. He
dropped the player which in itself carried a low risk of injury, and the
player left the field some time later with an injury that he claims was
related to the incident but this cannot be clearly shown.
Van der Linde's act was not only illegal but deliberately foul, carried
a very high risk of injury, but the other player was fortunately not
injured or we could be talking long term bans.
As it is, I think a suspension of some weeks would be in order.

Although, one could postulate that yellows, for professional fouls,
could be indicative of a certain mindset that also leads to reds.
Perhaps use number of citings (or cumulative weeks/months/matches
banned) and reds as the main indicators, and yellows as a secondary
indicator.
Add some weightings between reds, citings, and yellows, and then adjust
the weightings until the results correlate with your preconceptions.
Dump tackles are usually more than a penalty. He got a week which seemed
about right.
