Nowadays she just wears boots with her fishnets.
Same went for Zatanna until "Everyday Magic" when they had her wearing
thigh-high boots.

I find any list that bases it's #1 on a complete misunderstanding of
costumes to be pretty bad.
It's costume under Supergirl's skirt, not "underwear".
