What specifics are you capturing with "this", doug?

The wait time app and call center improvements are projects that started over a year ago. The other "better outcomes for vets" project they mentioned - the LUKE arm - was started a year or so after Obama took office.

The unrelated "efficiency improvements" - layoffs that have already happened, further proposed layoffs and shuttering offices and clinics - those are new, but don't have any relationship with the "quality of care" improvements mentioned elsewhere in the article.

(Those efficiency improvements will prolly turn out well, though - it's just too early to point to what the tangible outcomes to those will be other than reduced spending - hard to say whether there'll be a negative impact in terms of availability and quality of veteran care that'd offset the savings, or if it's pure fat being trimmed).
