Primarily, yes. But that ignores the millions of people
with private insurance that didn't have it before. And
ignores the Massachusetts health-care plan *also* had
an increase in Medicare, by identifying eligible people
and having them sign-up instead of use their marketplace.
Not to mention the whole "Medicaid doesn't save lives,"
based at least in part on a study that showed a 33%
decrease (by state, since they don't go to actual count) in
mortality. Since when is 1/3rd zero?
