What's so special about the "deep South"? Unfortunately I doubt it is
any more close to being stopped in New York City.

It hasn't been about race since at least the 60's, even if
the victims are more likely to be black. They didn't seem
to care folks I knew happened to be white.

Hell, the rural meth thing seems to be as much redneck
as anything elses.

There are a lot of folks who would disagree with this - see the
penalties for crack v powered cocaine as an example.

Priorities -- whatever. When I stop reading about drug busts for
marijuana and quit seeing the spotter planes circling over Orange
County, NC, I'll believe it's all about race. Yes, there are myths
about which drugs are more evil and they happen to correlate *some*
what with race, but it isn't really about race.

It is a war on drug *users* and suppliers.

Whites arrested for the identical drug crime are significantly less
likely to serve time than minorities.

All else being equal? Maybe. However, the difference between the
sentences between men and women is more dramatic.

Not all that much so. W/o even looking I'm quite certain that users
busted for possession do not mirror a racial breakdown.

Sounds to me like someone didn't pay much attention to the words of the
people in Congress actually passing the laws.

like 200+% higher for blacks.

Race was a big part of it, not all. Mostly it was a simple
flexing of authoritarian muscle to remind everyone who was
still in charge after the counterculture days.

And it worked.

The real issue isn't black v. white, but urban v. non-urban. I would
bet that less than 1% of users are busted while using in their own
home. And if they are, the cops were probably there for an entirely
different reason.

Oh, I know that. What I am saying is that some people view the
"Battle Against Crack" (subset of the WoD) as based on racism.
Originally it was started because black leaders felt that the police
and politicians were ignoring the problem.

BTW: First person who links to the Nancy Reagan "Just Say No" rap
video will be sodomized by Hoover.

The sentencing differences might be racist (or economic), but
the "arrested for identical drug crime" is not.

It's pretty hard to argue that given that:

1) White people get stopped by cops for drug posession more often
2) Non-White people get arrested by cops for drug posession more often

The big difference is - the cops are much more likely to let whitey go
without ever charging him, and if they do charge him (given the same
amount of drugs) they are much more likely to call it "posession" for
whitey and "intent to distribute" for minorities.

Lies, damn lies....

If two people are arrested for an "identical drug crime" the person
with a previous record is more likely to receive jail time. So while
the crime may be "identical," the sentencing circumstances are not.

Manuel Noriega. The enforcement of it might have some racial
issues at various points along the way, but it in no way
resembles the way the war on drugs was first implemented as
a targeted attack on minorities.

I tend to agree, but it's more about wealth IMHO. Rich areas
are more likely to rich kids slide a little. The cops in my
town were paid as much to keep us out of trouble as catch us
at it (drunk driving being a big exception).

True, whites are more likely to have access to lawyers who
do a better job than public defenders, and as Tom pointed
out might be less likely to have other crimes on record.

I also think the cops/courts see rich kids in college as
being more deserving of a second chance than a gang member.

I don't doubt you will. However, it will only really matter if the
black vs. white defendant:

o Have the same criminal history.
o Had the same type of legal representation. Hired lawyer vs.
appointed.
o Were arrested and tried in the same jurisdiction.
o Similar age, job history, family life etc.

The "racial profiling" fad of the 90s has been shown to be a myth, I
don't doubt this will be also.

I do, in general, get worked up over the latter. I'm especially bothered
by the way that the legal system tends to treat female sexual predators
vs. male sexual predators.

receive probation. Courts love having somebody take the
idiot off the court's hands. Probation, community
service, and rehabilitation programs are not a slap on
the wrist. Somebody who agrees to probation gives up
certain rights for the duration of the probation. They
must register their residence, and conform to many
rules. They waive rights restricting search and seizure
by civil authorities. The police can enter their
residence without a warrant. If they violate terms of
probation they go straight to jail.
