So how are these values calculated? What are these rankings based off
of? Someone please educate me! =)

---not sure what "based off of" means....
but the rankings are the reult of the ballots cast by Members of the
National Ultimate Media Panel.
They submit their Top 20 in the Womens Div.....#1 gets 20 points, #2 gets 19
and so on until #20 gets 1 vote.
I tabulate the votes....and publish the results.
The Members have great credentials, which give the rankings plenty
of......credit.
so hopefully TDs, teams and others will use them well.

Why is Pitt rated 11th? Are they blowing up this year or what because
otherwise I can't see #11...
UBC made Semis at UPA Nats and then won Canadian University Nats.
Ottawa didn't go to UPA Regionals or Canandian Nats.

By UPA Top 25 rankings, Tufts was the highest NE placer, finishing at
39th.
Right, but Tufts tied for 11th at Nationals last year, above Florida,
Truman State and Emory (all three of which made it onto the NUMP
preseason poll).
I've never thought fall tournaments meant that much (getting rookies
experience, playing split squads, etc.), so I guess I'm just curious
why Tufts got shut out.

And in the category of SW bias, um, was there a new development with
UCSD such that they got to have their team back? Last I heard they
were suspended for the season, which would make them a weird vote for
the top 20.
