Underwater Tourism?

Put all the tourists in a submarine, blow it up, and turn it in to a reef.
Diver's will then come to gauk at the wreck and you get rid of some tourists ;-)

This seems self evident to me. When people learn to dive and see whats
underwater they are much more likely to vote in favor of marine
envirorement legislature and not dump oil in a storm drain.

Are you looking for something more specific?
