I've been looking for some official written description of how a Scout earns
the Recruiter strip. It isn't in the brand new Requirements book.

I know they are to encourage a boy to join Boy Scouts....and they have to
officially join, but does the new boy have to stay in a certain amount of
time?

Jeff,
I do not believe that the boy has to stay in the troop any particular amount
of time. But, in our troop boys never joined and then quit immediately.
Let's hope that by the time they join, they know what they are getting into,
and are not inclined to quit soon after.
