That is a double negative. The sentence means you can easily believe
they are back on. It's like using the phrase 'I could care less' when
you actually mean 'I couldn't care less'. Similar sounding sentences
with opposite meanings.
The correct phrase, which you intended, is:
'I can hardly believe they are back on!'

Okay, after a quick google search, I came across this:
"Canada is the linchpin of the English-speaking world. Canada, with
those relations of friendly, affectionate intimacy with the United
States on the one hand and with her unswerving fidelity to the British
Commonwealth and the Motherland on the other, is the link which joins
together these great branches of the human family, a link which,
spanning the oceans, brings the continents into their true relation
and will prevent in future generations any growth of division between
the proud and the happy nations of Europe and the great countries
which have come into existence in the New World."

Yeah, you've other problems. Most of them center around the fact that you're a
dumbass Canuck.
Seems they've fallen down on their responsibilities.
Perhaps our partners have turned more aggressive and war like. I never
know what sort of international abomination, all based on lies, they are
going to start next. It would appear there is no situation bad enough,
anywhere on earth, that the US State Department and Military can't make
worse. Then they lie. Again.
Love can't go on being unconditional forever. Alcoholics anonymous has
methods to aid the spouses of drunkards. What do countries like Canada
have when their partners turn to a life of lying and pillage?
So, it's not Canada that has fallen down on it's responsibilities. It's
the neighbour turning it's back on morals, decency and truth in the name
of cheap oil and destabilization of large parts of the globe.
I'd like to think the next election will change things, but the future
looks bleak. I think it will be more of the same garbage, no matter who
gets in next time. The money men are working the puppet strings and we
are the gullible audience.
In that case, I'll be waiting for that Great Canadian Invasion.
You know, with the Canadian Navy pulling into Burnham Harbor and
blasting away at the Columbia Yacht Club.
Of course that would require effective coordination. Which would
require effective communication....
And with the widespread epidemic of garbled audio......
Well...I think I'll go sailing.....

The Canadian Forces Maritime Command is composed of 9,000 personnel.
Deployed in two fleets: MARLANT (Halifax) and MARPAC (Esquimalt).
Surface vessels include 12 frigates, 3 destroyers, 12 coastal defense
vessels. Various auxillaries.

Yes, you've in mind the ex-UK Royal Navy Upholder Class (now Victoria
Class) subs Canada acquired in 1998. The upgrade program for these
fell behind schedule, and currently only one is operational. Problems
with this program have resulted in much criticism of the Victoria
program.

Well, they do have a number of acquisition programs ongoing: To
enhance EEZ patrol deficiencies, for instance, there is the Arctic/
Offshore Patrol Ship program, aimed at procuring up to eight
multipurpose vessels capable of service in Canada's Arctic waters. I
believe the Statement of Operational Requirements for these vessels
has yet to be hammered out.

Foreign interests are among the biggest investors in US equities, bonds and
real property. None of them have any desire to see the US economy crater, as
their own investments and the world economy would follow immediately.
As previously stated, much of the so-called "hatred" towards the USA is
really resentment born of envy.
Ah, and a little comment about your "oil" assertion: we really want the oil
that has been hidden from us in Japan and Western Europe for the last 60
years since we not only won the war, but then helped the defeated former
powers rebuild and create a new economic model. Please, do let us know where
to send the tankers to pick up that petroleum.
I havent see Canada doing anything for the Africans.

So stuff some cotton in it, little girl, and get over it.
Americans work longer hours and have less vacation time than Europeans.
The culture here is to work harder for material security and material
things over a more relaxed life style.
We value the work we do, what we stand for, and want to see the rest of
the world have the chance to excel as we have done. We would like the
rest of the world to have the freedoms that we posses.
If I thought the grass was greener in another country I would go there,
but things are changing here as we seem to be continuing down the road
to Marxism. O-bla-ma would be another big step in that direction.

Sure don't look like a Canadian host to me! Not even much English on it,

I don't give a rat's ass about peoples' freedom. If I did I would be
intruding, and most likely diminishing their freedom (like we do
everywhere we go).

My "wealth" is smaller than it used to be, as a direct result of
redistribution, as practiced by President Bunnypants. He borrowed a
trillion dollars to give the fat cats a tax break, then he made the laws
that say that as a wage earner, I will have the privilege of paying back
that trillion dollar loan.
Redistribution upward is patriotism. Redistribution downward is socialism.
Personally, I don't care what happens to this festering corpse once
known as the USA.

less time for personal and family life.

You're living in the past as I said....you are living in a dream world
and that dream has become a financial nightmare. The USA is nowhere
near as powerful a country as it was 30 years ago. For every kid with
a genius IQ China and India have 10. Your school system is a joke.
High schools stress sports above all else. Jr & Senior High is just
one long party. The kids entering the job market are damn near
unemployable. Self centered spoiled brats. Mind you I understand
that's the case on both sides of the border.
Hang on tight....your American dream is falling apart but you're to
egotistical to do anything about it.
