I am looking for a repeater controller that will allow direct placement on
the air when calling the controller over the phone.

For commercial application.

Ahhhh Mark,
the Linkcomms will do that (with a code) and so will the others...
whats the difference between what they do and what you need?

What happens if a non amatuer calls the repeater by some strange
chance and gets on the air?

He said below "for commercial applications"....so what's the point?
If it was for AMATEUR use, it would be illegal under Part 97 rules.

Then the control operator exercises his function and shuts it down.
The dial in should be password protected, however, to prevent this
sort of thing.

Why's that?

97.109(c) says any amateur station can be operated by remote control.
That's just what an operator dialing into the system would be doing.
Of course he has to be authorized to be a control operator, but he wouldn't
have the access password if he weren't.
