"Impressionist" Glass Filters?

I purchased a print at an art fair over the weekend taken with a piece of
"shower glass" or some other sort of glass with an uneven surface mounted
over the front element of the photographer's lens. The subject was a
street scene in a suburb in far north suburban Chicago, but the
impressionistic nature of the print would convince the viewer that it was
a European street scene presented in an impressionistic oil genre. I've
often wanted to attempt some shots like that myself. Is there a selection
of such filters available, or does one just keep an eye out for old pieces
of glass to use for the purpose? If they're available is there a brand
name and where might they be purchased?

Instead of being used over the camera lens, it may have been used over
the print during making of the darkroom print. I think this is more
common (I've tried it myself with varing degrees of success).
