Is there anything (short of shooting only on clear days) to improve the
situation? I usually have a UV filter on. I've tried a circular
polarizer, which helps a little, but not much. Are there other filters I
should try?
Is there anything I can do in post processing that might help?

OTOH, if you were shooting in black and white, a filter could help, by
eliminating that part of the spectrum that is affected most by droplets or
dust. If I remember right, you want to eliminate the blue end of the
spectrum and favor the red, or even infra red.
I don't "know" this to be true, but I read some time back that
using an infrared light and filter works because IR cuts through quite
a bit more haze than natural light or regular flash. Of course, if you
want your pictures in full colour, that might be trickier... I don't
know if there's a way to convert colour infrared to regular colour.
