I am trying to find out info on a company that will take your neg and create
a watercolor type portrait for you. They came out about 3 years ago I
believe. I think this company had required you to buy at least three
portraits B4 they would create it for you, due to a studio being the
re-seller.
Any help is appreciated,

I think I received an email from such an operation today at work. I didn't
pay any attention because it is not something we would need. But I think I
didn't delete it, so it should still be there.

You might want to transfer your images to digital format and print digitally
on water colour paper.

Some of them simply scanned your negative or print, apply the watercolor filter
in Photoshop, and then do the output again. The effects depend on how good /
artistic the person doing the work is, but remember the final output is a
photographic print, so it might have the water look but not the true feel of
watercolor (the pigment body, watercolor paper, etc.) although some also print
on watercolor paper.

Other artists actually use your photo to paint a watercolor painting for you,
so make sure you know what effect you want.
