Well, that's one popular ratio for portraits, but necessarily the only
desireable ratio. It makes a good starting point, though.

To achieve a 3:1 ratio, the fill light would produce one less stop than
the main light.

Justin,
One book that is quite good, is a Kodak publication, The Potrait. Another
by Stephen Crain is Lighting for People Photography.
These books will get you on the right track and I'm sure there are plenty
of others as well .
