At the risk of sounding like advertising, FotoCanvas (a lightweight
editor that ships with ACDSee) can do this. The process uses a simple
matrix filter; there are probably other apps available.

PS already comes with a few paint filter effects.
Also various filter plug-ins for PhotoShop and other programs that accept
plugins.
So does PaintShopPro and Corel PhotoPaint, and I imagine most midlevel
photo editors. Heck, even freebies like IrfanView has a couple.

What I do instead is a lot of work, but I like results.
I add a layer over the photo, and then paint over manually. I use the
color picker to pick up color from photo layer, change to 'painting'
layer and use paint brush.

GIMP was recently ported to Windows, and it works not all that bad (I've used it under
both Operating systems). It isn't a lightweight image editor though.. It's about as
functional as the full blown version of PhotoShop. The price is right however... It's
free.

which is much much cheaper than the full version.

One type will actually "transform" the picture into a painting while
the other type (including Impressionist) seems to just blob brush
strokes of paint on top of the picture. Maybe I'm not using them
right, but the latter doesn't produce very good results.

That's one of the beauties of having so many choices;
You can try out different ones, and choose the one(s) that you like.
