BARKING DOGS! HELP?

My neighbor lady won't do anything about her dogs, who constantly bark and
disturb our once peaceful neighborhood. I am not an animal hater, just a peace
lover. Any helpful comments would be appreciated. Is there a magic whistle I
can blow to shut them up? I'm desperate.
