Personally, they should just turn off the SEPA facilities... course they were
expensive to build... before them there was no oxygen in the canals for fish
to survive... now the water quality is higher, and that just happened at a
bad time... but they could save energy and turn off the pumps that pump the
water up for the waterfalls and degrade the water at the same time...
