Hand-painting used drums

The recent post on painting used drums has me wondering... what would
be the best way of going about hand painting a set of used drums? My
WFL set is a nice, flaky, silver/blue duco finish and I'd love to do
something wacky like paint the middle dark red with thick black lines
separating it from dark green outer area. (It would be be like duco,
only with no fade out in the center, and my own colors!)

I'm mostly just wondering how efficiently I can remove the finish and
apply the paint. What kind of paint, exactly? How much? Should I
use any special coating process?
