I like Guitar Pro as a notation program, and there are many GP tabs
available for download on the Internet. It's not very realistic
sounding, and does not work well as a playalong, though.

there is also tuxguitar which is a free program.

I've used it for a while, I prefer lilypond, but when I want a
graphical program GP is very easy and fast and I turn to it instead of
Finale. It has a pretty good chord library where you can make custom
fretboards pictures and reuse them with different root names, and you
can shut off the tab staff or std staff independently. I like a std
notation staff with fretboards above so I usually hide the tab staff.

I like it - I use it all the time for my students. Not as feature rich
as Finale but waaay easier to getup and running - very intuitive.
