but I don't know what's the best tool or technique to use: a router or
a spokeshave.to get that nice smooth kind of surface without sanding.

Hi, Dave;
I use a rotary sanding drum-- occasionally a belt sander-- and the
problem that I usually have is that I can't get the surface flat and
equal on both sides. Very frustrating... :-)

Try making templates to act as a guide for how you are doing. Once you get
the basic curves correct, the rest is basically making more or less straight
lines between the reference points. That's how luthiers have been doing it
for hundreds of years. Take it slow so you don't remove more than you want
to.
