1) New Mexico - Indian reservations, military bases,
federal research labs, farm subsidies, retirement programs..
Now how is that money going to the average citizen in New Mexico?
2) Mississippi - Farm subsidies, military spending, nutrition
and anti-poverty aid, retirement programs.
Farm subsidies are wrong IMO, but they are done to keep
prices down across the country. Military spending ain't
helping Joe Citizen either.
3) Alaska - Per capita No 1 recipient of federal benefits;
infrastructure projects, DOT and pork projects.
Make of this one what you will.
And then the list goes on in a similar manner... civil service
pensions, farm subsidies, energy subsidies, etc. Your list
is not a direct correlation to the point you wished to make.

You seem to be confusing federal monies and state monies.

TN does not have a state income tax. Monies TN receives
(or not) from federal "redistribution" is NOT based on
them being considered a low tax state. And tho we
don't have a state income tax, we DO pay 10% for
our sales tax. There are a couple states with no sales
tax.... and what they do or do not receive (federally)
is NOT based on them not having a sales tax. Money
that the fed redistributes will always have one state
paying more than the other... otherwise the fed would
not be taking and redistributing it. As a final note, it
is the FEDERAL GOV'T making the decision as how
monies are redistributed... it ain't up to the states.
