I have had the same problem with several sets of Walthers Bethgons. I
originally tried using Kadee wheelsets but found that the conical taper
required spreading the truck frame excessively to allow free rolling. I
then tried Intermountain wheel sets which proved excellent. They have a
small conical taper and the ends of the axle beyond the wheel has a
smaller diameter which allows it to fit into the sideframe.
