Technically, a "blue moon" is the second full moon in a calendar month. So
"once in a blue moon" means "aproximately once a year" or "not very often".

watery and itchy and it's making me very grumpy dammit and I
want it to stop NOW and the nurse said the drops might take
up to three days to work and they burn, dammit, they BURN
