I read it that the emblem (apparently the technical term for this award) is to go to the next of kin, not to the poor chap (chapess) who is alas no more.

You may be an anti-war advocate, but you leave yourself to be simply anti-people.
It's a wonderful idea that Elizabeth wishes to invlove herself personally in the healing of those who lost loved ones in the service of their country. The grieving families have always gotten very little if anything for their sacrifice.
A very typical response from Atlanta. [chief]... right

I don't think he is being anti-war as such, more anti British.
Remembering the old saying "my enemy's enemy is my friend", I do hope the Chief is not a cheerleader for the "peace loving" Taliban & AQ.

Tim;
Very true. I am quite surprised actually this has not been in place for some time as it mirrors the "Memorial Cross / Silver Cross" which Canada has been giving to family members of military service persons who die in defence of the country since 1919. See link. http://www.vac-acc.gc.ca/remembers/sub.cfm?source=collections/cmdp/ma...
While conducting my pre-deployment training to go to Afghanistan in 2006, I had to sign a document listing the three persons I wished to receive this cross in the event of my demise. As widows and mothers used to automatically receive them, some ex-wives were actually being given them along with various death benefits after their ex-husband's death as the soldiers did not have their files up to date. Thus the listing of who exactly we wanted them to go to. I hesitate to think that this would be something anyone would seek out to receive...I'm sure any mother or wife would readily have their loved one back instead of having this bobble.

The status of the Elizabeth Cross appears to be that of 'commemorative emblem' rather than any kind of posthumous military decoration awarded to the deceased.
It seems to be much more a 'souvenir gift' than any kind of honour. It is perhaps analagous to the giving of an American flag (...or apron) to the families of dead US service personnel.

Okay, so that makes him a chief of what, a Cherokee Indian tribe? Maybe they've moved back to Atlanta Georgia... Do they have gambling in Atlanta? That would explain the move.

Well, the press reports consistently refer to this new award as an "honour", which would appear to point to a briefing or background information to that effect.

... either that or the press being completely ignorant.
