I get five packs for a dollar at Fred's Discount Stores. They have
a large
selection and I have had no complaints about germination or product.
Some people sell things at higher prices than other people....

Not on your life! They can keep them. I've been buying seeds at Lowe's and
Home Depot. No complaints.

It depends on how many seeds there are in the package. As an example,
tomato packs usually have 30 seeds. That is 17 a plant if I get 100%
germination and 34 a plant if I only get 50% germination. When I can
average 10 pounds per plant in a decent year I consider it a great
bargain.
20 plants (not 100% germination) times 10 pounds = 200 pounds of
tomatoes. $5 per package / 200 pounds = $.025 per pound.
Sometimes the cheapest seeds are not a great bargain.
Or you can start getting seeds for open pollinated plants and save
your own. You only have to buy them once.
