I'm not in complete agreement on this suggestion. Certainly knowing the
monitor make and model will go a long way to figuring out what is likely
- if the flyback or HOT were failing the result is usually complete
failure, not a periodic work/not work situation.

A recap can't hurt unless the owner is not good at soldering and damaged
traces, gets caps in backwards, etc.

My first suspect is the B+ circuit. Marginal B+ caps on the feed to the
flyback can lead to regulation failure and subsequent failure of HOT output.

So, lets start with the make/model and argue more later.
