Tech: Weird Ms Pacman problem

I'm working on a un-hacked Ms Pacman cocktail and when you start a
game Ms Pacman moves automatically to the left and stays there, it
wont move up/down/right. Same thing happens with player 2.

Here's the weird thing, when in switch test both joysticks give all
the up/down/left/right sounds with none of them stuck on.
Anyone else seen this problem?
