The reason proto/ one of owners are semi-secretive is so they are not
bombarded with tons of offers like yours every waking moment. If this
one comes up for sale, consider yourself lucky but I'm sure the line
for the akka arrh machine is likely more then full.
I'd love to have a marble man machine but im sure its not going to
happen.
On the flip side, I do wish there was a way to repro these machines
somehow without needing mame and being legal all at the same time

Get the cab measurements. Knock one up. Thats the easy part.
All artwork can be repro'ed (its costly, obviously).
You could then use either mame, or you could knock up a jamma pcb. These
early games are pretty simple, parts wise. You could even get someone to
emulate the entire setup in an FPGA. More than likely its a z80/pokey/sram
based thing, which would be easy to duplicate.
It *would* be possible to repro these machines. As for legalities, who is
going to sue you? In order to be sued, theyd have to show damages. You
copied a game they never sold, and never will sell. Legalities are moot.
If you had the money and the time, you could repro a short run to cover your
costs.
