I read some RGVAC archive posts about some tool (some people made their own)
and going underneath the yellow knob to pop out the round disc on the top,
and then you can just unbolt it. The pics of the homemade tool were no
longer in the posted link (if someone knows where those pics are, I'd like
to see them), and I tried getting a wire underneath it, but with the control
panel in the way, I couldn't do it.
Anyone need a control panel project? :^)

I've successfully used a friend's pair of snap ring pliers, so I know
that at least some types of snap ring pliers will do the job. Here's
a typical set from Amazon: http://preview.tinyurl.com/3dohco. They
usually come with multiple "tips" - the 90 degree long-nose tips are
what work on the SNK sticks. I'm told you can find these in most
automotive stores.
On the other hand, I suspect that Joe's method is universally
effective, and possibly cathartic as well...
