The monitor has its on plug to put into an outlet. The only wires
that go to it are the Blue, Red, Green, Ground, and Sync. It would
only need 5 vdc if the board requires it to output the correct video
to the monitor. I should have put that in my first post. Do you
still think that may be the issue?

It's not an RCA monitor, it has an RCA tube. They were used in many, but
common in Wells Gardner monitors.
Are you sure the chassis you installed is wired correctly? The R, G, and
B drive pots should have an effect even if the signal to the monitor is
not correct.
You can see the game, but it has a blue haze over it.
The new monitor boardset came prewired. You just need to hook it to
the tube and connect the b,r,g,gnd, and sync wires to the harness.
That sounds like the blue drive or bias is turned way up, either that or
the tube has a short.
As per James's reply, go to www.wgec.com and download a manual for your
monitor and follow the setup (drive & bias) adjustments to get the
colour balance more or less correct. It will be harder if you do not
have a colour generator, but you can fake it to some extent by shorting
the various colour lines to ground or Vcc (low or high colour output).
You will only be able to do the white screen adjustment and the colour
backgroun levels, but that should be much closer to a good picture than
what you currently have.
Of course, you should triple check your wiring, if the blue line is
shorted to something else then you would get that image.

I decided to go ahead and finish wiring my cabinet and worry about the
monitor later. Mortal Kombat was upside down so I looked up the dip
switches to see how to flip it the other way and found out there is no
dip switch for that. I pulled the monitor out and notice that one of
the connectors was on the wrong pins. There were two sets of 4 pins
right next to each other. I swapped it over to the other set of pins
which flipped the screen. Now the screen is right side up, but the
image is reversed (like a mirror image). Also the green and blue are
both working, but the red does not work. I ran a new wire for the red
directly to the game board, but it did not fix the problem. Im
thinking the power supply might have some issues, so I am going to
replace that and see if that fixes the color issues. Any ideas on how
to reverse the screen image? I am working with a WEI-YA 826HR. I
tried to find a manual since it did not come with one, but I have not
had any luck. If anyone has one or know where I could download one,
please let me know.
I just wanted to post an update in case anyone actually is still
checking back to this post. I discharged the monitor and swapped the
red and blue wires going to the monitor and now the picture is right.
However, i still have blue haze and the red adjustment is not working
at all. I swapped out the power supply, but that did not fix the
problem. My next step is to test the output on the new power supply,
but I am pretty sure it is full functional (it came off a fully
functional arcade). If anyone has an idea on why this monitor may not
be working please post or send me an email. I am wondering if the
tube may need to be replaced. I do not understand why the red
adjustment is not working. i think if it was, the picture would be
fine.
