Well I'd be looking at the monitor board in that case, best to

The first thing is to look for swelling capacitors,
burnt/melted components, components to test with your
multimeter, all the obvious stuff on the monitor board. Past
that I can't give you much guidance, it might come down to
using an Oscilloscope to look at the circuit working, but
you're probably safer (physically) giving it to someone with
some experience at that point.

The Vectrex has a slow blow type fuse, some of which can look
prety strange. The multimeter tells all anyway.

Vectrexes? Really?! Anyway, it depends what they meant
regarding the monitor, the CRT is unlikely to have a problem,
but the Monitor circuitry is likely to be just as suspect as
any other part of the Vectrex.
