Hmm, four answers beginning with S. I'm glad #3 couldn't possibly do
so, or else I'd be worried that Stephen was emulating my quiz (although
letter #20 is T) and I needed to go back and change some answers...

archaeologists speculate that beer was instrumental in the formation of civilizations, so any reference to what is now the area around the confluence of the tigris and euphrates rivers counts. the earliest known chemical evidence of beer dates to circa 3500–3100 BC from the site of godin tepe in the zagros mountains of western iran, so that would also be counted as correct.
> 6. what is the oldest food-quality regulation still in use in the 21st century?
the reinheitsgebot (purity law) of present day germany
> 7. why are hops used in the making of beer?
hops are added during boiling as a source of bitterness, flavor and aroma. how much depends on how long the boiling process continues.

benjamin franklin (although he was actually talking about wine in the original!)

I emailed Peter, and got this response:
I am on vacation now and haven't looked at rec.games.trivia for many
days, so I was unaware that I had won. I won't be able to fulfill my
responsibility until at least July 16. What are the possibilities?
The quiz could go on hiatus until I return, or the 2nd placed
participant could write the next quiz. I don't think there's a
precedent for this situation.
I guess it's up to Mark.
if he's up to it, I concur. so based on the rules of 'well I made it so I make the rules' I hand it over to Mark. take it away, sir.
