Canada refused to accept its passengers, 900-plus Jewish refugees
seeking asylum from Nazi persecution. "Jewish" was required, and
"refugees" or similar was required for full points. 4 for Joshua.

Not one of Canada's shining moments, for sure, but Canada wasn't
alone. The passengers had already been refused admission to Cuba
and the US.
This international reaction was exactly what the Germans had been
anticipating when they allowed the ship to leave in the first place.
In the end it returned to Europe, where four countries agreed to
accept the passengers -- but three of those countries were under
German control by 1940, and over 250 of the refugees ended up dying
in concentration camps. In 1976 the events were dramatized in the
movie "Voyage of the Damned".

In both versions one of the title towers is Orthanc, which Saruman
took possession of before he was corrupted by Sauron. In the original
book the other tower is Minas Morgul, which had been captured from
Gondor for Sauron by the Nazgūl 1,000 years earlier; but in the
movie it's Barad-dūr, Sauron's own fortress in Mordor.
