Absolutely. The three extra fed cards (in the blue box) are:
Commander Data
Commander Troi
Admiral Picard
The three extra Klingon cards (in the other box) are:
Mogh
Jarod
[can't remember the third name, but it's Tokkat's wife and Ba'el's mother]

Here's the rundown on what you'll get in each two-player game:
11 new missions
1 Spock
1 Admiral McCoy
1 Data Laughing
1 Alternate Universe Pack
1 Q-Continuum Pack
The "Blue Box" will contain three premium Federation cards.
The "Red Box" will contain three premium Klingon cards.
So yes, you will have to buy both sets to get all the premium cards. Of
those cards, Spock and the 11 new missions are the only ones we are
reserving the right to reprint, as they are in white bordered format.
Everything else is black-bordred and will not be reprinted.
So, let's break it down again...suppose you buy your "Blue Box". Now, if
you spend $25 on the "Red Box", you will get:
Spock
McCoy
Data Laughing
AU Pack
QC Pack
3 Premium Klingon cards.
So, take out the packs (at $3 each) and you're paying $19 for six premium
cards, or about $3 each. Granted, you'll get copies of the Spock, McCoy,
and Data Laughing, but you should be able to trade those for something. :)
