Yep, if it's -your- turn. You controlled the permanent since your turn
started, so it's not "sick"... so, if it's a creature, it can attack, or
use tap-cost activated abilities. Changing -into- a creature doesn't
make something 'sick' again; coming into play does, changing controllers
does, and starting its controller's turn stops it being 'sick'. And only
creatures care whether they're sick or not.
