I'm sure this interaction has come up before, but can someone tell me the
ruling that applies to these two cards' interaction?

If, after drawing cards with the Sylvan Library's "draw two cards" part
of its ability, you somehow manage to not have any cards in your hand drawn
this turn that you can _choose_ for the second part of its ability ... then
you can't choose any, and don't get to put-any-back-or-pay-life.
So if you replace one or both card draws with replacement abilities ... like
Pursuit of Knowledge, or Mangara's Tome, or Island Sanctuary ... then
you'll have drawn less than two cards with the Library. If you also
haven't drawn any _other_ cards this turn so far that are still in
your hand ... then you may end up having to put one back or lose only 4 life,
or you may end up having to put _none_ back and not lose _any_ life.
