Superior Madman's Quill is succesfully played on minion A. Then a vampire
with Dementation bleeds A's controller, and the bleed is deflected.
The +1 bleed bonus is lost, right? Since sup. MQ is a "permanent" effect, it
should rise and fall with deflections, in contrast to Telepathic Counter
which carries over deflections?

Right. No longer bleeding the MQ'ed vampire's controller.

TC modifies the bleed unconditionally.
MQ modifies the bleed conditionally ("if bleeding the MQ'ed's controller")
