The turn recruited, yes. If brought into play in other means
(Compel the Spirit, e.g.), the restriction doesn't apply.

Yep. And Akhenaten can use Shroud Mastery to give a wraith
stealth the turn he comes out, too.
Follow-up question: What happens when an ally with 3 life
that can use Necromancy brings out Shambling Hordes, and
there are no allies in the ash heap? Paying the cost of
Hordes kills the ally, which goes to the ash heap, but
does it get there in time to feed the Hordes? I think
not, as the effects (burn an ally in the ash heap,
burn acting ally since it's out of life) are simultaneous,
but it'd be good to have confirmation.
Of course, this doesn't work just now anyway, since
the allies that can use Necro are Mummies, which don't
hit the ash-heap, but it's good to have a mental
model of how the process works.

Well, the Shambling Hordes must enter play before sniffing
around the ash heap - once in play (after the cost is paid
and the hapless but fictitious acting ally is burned for
lack of life), he goes sniffing in the library for an ally
or vampire card. That card could very well be the fictitious
ally who recruited the Hordes in the first place. If no ally
or vampire card is found, then the Hordes are burned.
