Does an Anarch Kyoko take an additional blood when hunting off a
vampire with Hospital Food?

By card text it would indicate that Kyoko does.

Yes. Equally: if Tar Baby Jack were equipped with Aaron's Feeding
Razor, was the subject of Harvest Rites and there was a Hungry Coyote
in play he can strip 4 blood from a younger vampire per hunt action.
