what is "pay cost as normal?"

I'm wondering about the cards which have (pay costs as normal) printed
on them.

Some situations:

---------------------------------------------------------------
Jibade performs The Summoning to employ a Shaman.

Pay cost as normal - he pays zero blood, due to his ability and as an
addition The Summoning is at +1 stealth due to his ability. Right?
---------------------------------------------------------------

Black cat equips via Pier 13, Port of Baltimore, with a .44 magnum.

Does she pay 1 pool or 2?

Antonio D'Erlette has Charisma.

Does he pay for mage allies their "normal" cost, or reduced by 1 due to
him having charisma?

Correct.

Charisma only affects "this vampire's recruit ally actions".
His special is not an action.

Normal also pays as normal :P
