Kinda. Tier of Souls still stays on the minion it is on (Shepherd's
gives no way to move the card). So the +bleed stays with whoever the
card is on, but the "your prey" becomes the prey of whoever played the
Shepherd's, and the D action to burn it is directed against whoever
played the Shepherd's.

So, say your predator has a Tier of Souls on their vampire, say, Bobby
Lemon. You play Shepherd's Innocence and take control of it. Now, when
Bobby is bleeding you, he only bleeds for 1. Not 2. BUT, if you deflect
Bobby to your prey, he is then bleeding for 2, as the 'your prey' text
on Shepherd's refers to YOUR prey, since you control the Tier.

And if your prey is sick of having a deflected Bobby bleeding them for
2, and takes an action to burn the Tier, it is directed at YOU, and you
are the one who gets to block.

If it's one of your minions who has the Tier, and you play Shepherd's
with a different minion to take control of it, it doesn't really have
any effect at all, because 'your prey' is still your prey.

It is a card that requires Animalism, yes.

It won't move, though.

So it stays on the original vampire, but only works when that vampire is
bleeding your (the Tier's controller's) prey.
