If Steely Tenacity is get D'Ied (or similar effect, say Louhi's special),
is the ST "replace"effect (from the ash heap) still possible , or DI cancels
the "When you would replace this card, you may take this card from your ash
heap instead." as well ?
#3 - Piper and ally performing action in the same turn
If an anarch recruits via Piper, can that ally act
in the same turn ?

The ally is placed in your uncontrolled region, even though it is
controlled, to indicate that it cannot act this turn (and the cost, if
any, is paid).

Yes. Pertinent card text: "Each strike". "During combat" modifies strike, not
damage, and the strike was indeed made in combat (as all strikes are).

Correct. Both the delayed replacement and the redirection of the replacement
supply source are canceled.

About the last one (#3) on piper, by section 6.1.5 however, text indicates
that
"If the *action* is successful, the ally is placed in your uncontrolled
region, even though it is controlled, to indicate that it cannot act this
turn"
that seems to link the *action* thing (and not the "recruit") to the "put in
your uncontrolled region" thing
But piper specifies that isn't an *action* - maybe card text needs to be
clearer

That part of the rule is the only part that mentions placing the ally
anywhere at all. If "recruit" isn't linked to "put in your
uncontrolled" then Piper will recruit your ally but you won't actually
get to put it in play.
