yes but you can use it only during combat =)
so gaining +1 stealth during combat is not very intersting, and i doubt the
rules allow this =)

The SCS cannot use it, however, since the only effect he is allowed to
use is not a combat effect.

No, you cannot gain stealth if you do not need it.
6.2.2.2 Defintion of Stealth and Intercept (Resolve Any Block
Attempts)
"Stealth can be added to an action only when needed (that is, only if
the action is currently being blocked and the blocking minion has
enough intercept to block the acting minion). "
If you are in combat, you are not "currently being blocked", you have
been blocked or are blocking (or neither for a rush action that
remains unblocked).
